How about the land trust concept where the land is in public ownership but individuals are allowed to lease a potion of it to build a home. When that home is sold, only the house would be sold, the land value is not part of that price tag.

Just a note about building equity or assets in a CLT home, it's true that there are limits to the amount of equity a CLT home owner can build, but conceivably that person or household can build assets through savings and other investment outside of home equity that would allow them to purchase a step-up home or make other life decisions. They are less cost-burdened as a CLT home owner, so can contribute to the economy and also build their own financial viability.

1) State Low Income Housing Tax Credit – rental2) Reauthorization of funding for the Multifamily Coal Loan Program – rental3) Funding the Housing Montana Fund AND potentially expanding to grant making – rental and homeownership projects
