Yes, you can use MLIA Funds for staffing this would be classified under the Personnel category.

Can we use grant funds for equipment such as 911 consoles?

Although the priority of the grant program is to collect geospatial information. Hardware purchases that support collection are supported: RTN equipment, GPS, Computers, Handheld devices, etc.
